PURPOSE:To prevent racing by controlling supply fuel according to the power transmission state of an output fetch system, wherein when the output taking-out system is in the state of interrupting power transmission, the maximum quantity of supply fuel is limited to be smaller than that in the state of power transmission. CONSTITUTION:A governing mechanism 2 for controlling the fuel injection quantity of a fuel injection pump is provided with a supply fuel limiting device 10 for limiting the maximum injection quantity of the injection pump 1. The limiting device 10 is adapted to limit the actuation of a governor lever 7 through lever means 12, 13 by the operating force of fuel limiting operation means L including a diaphragm type actuator 15. When power transmission break-make detecting means 27 detects the power transmission break state of a power transmission break-make mechanism including a transmission 5, the operation means L is switched to the fuel limit side. On the other hand, when an accelerator operation speed detecting means 32 detects the sudden decelerating operation state, the operation means L is controlled to be put in the fuel limit canceling state by CPU 33.
