PURPOSE:To eliminate backlash, prevent the unsteady motions of a reel supporting shaft and improve the accuracy of winding a coil, by stopping the rotation of the reel supporting shaft by the abutment of a roller for an inner wheel against the arced recess of an outer wheel. CONSTITUTION:The upper end of a flier supporting tube 12, supporting a filter 10, is held rotatably by a frame 14 through a bearing 15 while the intermediate part of the same is held rotatably by the frame 32 through the bearing 31. A rotary shaft 34 makes a rotary motion in conjunction with the rotation of the filter supporting tube 12. An inner wheel 54 revolves and a roller, one part the inner wheel, is abutted against the arced recess opposing to an outer wheel 58. Accordingly the rotation of the inner wheel 54 is restrained as far as the outer wheel 58 is fixed. When the rotation of the inner wheel 54 is restrained, the rotation of a center shaft 41 is restrained, whereby the rotation of a reel supporting shaft 4 may be stopped through a fixed shaft 11 connected to the center shaft 41.
