PURPOSE:To enable the state of clogging to be observed accurately by allowing to give an alarm for the state of clogging when the ratio between the output power of a generator, which is calculated from the gas pressure at the inlet and outlet of a turbine, the gas temperature at the inlet of the turbine, and the stationary blade angle, and the detected output power of the generator is not more than an allowable value. CONSTITUTION:There are provided a pressure transmitter 11 and a temperature transmitter 12 for respectively detecting the pressure P1 and the temperature T1 of the blast furnace gas which is discharged from a blast furnace 24 and subjected to the dust removing in a dust collector 25 before it is supplied to a turbine 2, an opening transmitter 13 for detecting the stationary blade opening theta, a power transmitter 14 for detecting the output power W of a generator 3, and a second pressure transmitter 15 for detecting the turbine outlet pressure P2. The output signals from these transmitters are inputted to a computing element 20, where the output power WN of the generator 3, which is equivalent to a clean state, is calculated from the signals theta, P1, P2 and T1, and then, a ratio eta (W=WN) of the above obtained value to the value W of the inputted power is calculated. And further, when said ratio eta is not more than an allowable value, a clogging alarm signal is generated and an alarm unit 21 is actuated.
