PURPOSE:To permit automatic execution of adequate cooling by calculating the cooling rates in respective cooling zones from a pipe forming speed and the respective temps. on the inlet and outlet side of the cooling zones and controlling cooling water in such a manner that the cooling rates and cooling end temp. are maintained within a target range. CONSTITUTION:The detected pipe making speed value of the seam welded pipe 1 and the respective detected temp. values of the seam weld zone 1a by radiation thermometers 7 provided respectively on the inlet and outlet sides in the cooling zones No.1-No.4 are inputted to a calculator 8. The cooling rates and cooling end temp. of the weld zone 1a are calculated. The calculated cooling rate value and the target set cooling rate value as well as the calculated cooling end temp. value and the target set cooling end temp. value are respectively compared and calculated. A controller 9 is operated in accordance with the compared and calculated values to control electromagnetic stop valves 4 for controlling the supply and stop of the cooling water to nozzle headers in the respective cooling zones and motor-controlled flow rate regulators 5 for controlling the injection rates of the cooling water from the nozzles 2a. The cooling end temp. and cooling rate of the weld zone 1a are approximated to the target values.
