PURPOSE:To suppress a change in sub carrier phase information due to a part of noise and the like and to prevent the still picture from having inferior hue by obtaining sub carrier phase information by means of a majority decision logic and setting it to a sub carrier phase at the time of writing. CONSTITUTION:A status signal WRSC is latched in plural latch circuits 1611-161n forming the sub carrier phase information generation circuit at the time of writing with a majority logical circuit 162 in accordance with the rise of a freeze signal FREZ. The outputs from said circuits 1611-161n are majority- processed in the circuit 162 and sub carrier phase information WSCP at the time of writing into a still picture frame memory is decided. Consequently, the change in sub carrier phase information due to a part of noise and the like is controlled and the still picture is prevented from having inferior hue.
