PURPOSE:To make it unnecessary to execute a complicated processing, and to execute a parallel processing by extracting a component value of a feature pattern, extracting a candidate point by performing a threshold value processing, and also, performing the threshold value processing in an enlarged area centering around the candidate point. CONSTITUTION:An input picture is stored as a character graphic pattern in a character graphic storing circuit 10. Subsequently, it is compared with each feature pattern stored in a template storing circuit 20, by a similarity calculating circuit 30, and also, a similarity of a result of collation is calculated. As a result, a component value of an extracted feature pattern is stored in a feature component storing circuit 40, and also, by a candidate point detecting circuit 50, a threshold value processing is performed and a candidate point is extracted. The extracted candidate point is stored in a candidate point storing circuit 60, and also, in a feature point extracting circuit 70, the threshold value processing is performed in an enlarged area centering around the candidate point, and a feature point is extracted.
