PURPOSE:To carry out encoding processes at high speed, by providing a barrel shifter which inputs image data of a fixed length, priority encoder, and means which moves the image data of the fixed length by a prescribed number of bits. CONSTITUTION:A latch 22 latches image data from an input buffer 2 by (n) bits, with the (n) being the number of bits of one word of the image data and set at 16. The latch 22 is connected with a barrel shifter 23 which outputs the output of the latch 22 after shifting the output rightward by (m) bits, with the (m) being the output of a 4 bit adder 28. A priority encoder 26 counts the position of the rightmost information '1' among the outputs of exclusive 'OR' elements 25-1-25-16 from the rightmost end and outputs the position. The encoder 26 also outputs the number (run length) of information '0' continuing from the rightmost end. Therefore, any image data whose picture element have run lengths shorter than a fixed length can be converted into run lengths at once, and thus, run-length conversion can be executed at a high speed.
