PURPOSE:To enable scrap-discharge grooves to be formed in a short time and at a low cost by forming a tool main-body having scrap-discharge grooves through extruding and then conducting the grinding of cutting edges. CONSTITUTION:A tool main-body 21 comprises a material of a super-hard alloy or the like, and twisted scrap-discharge grooves 23 are formed at the outer perimeter of a cylindrical member. As for the tool main-body 21, such as this one, its outer perimeter surface and scrap-discharge grooves 23 are simultaneously formed by extruding. Outer perimeter edges 27 are formed by means of grinding at the outer perimeters of wall surfaces 25 facing the rotational direction of the scrap-discharge grooves 23 of the tool main-body 21, and also, bottom edges 29 are likewise formed by means of grinding at the tips of wall surfaces 25. Also, the outer perimeter surface of the rear-half portion of the tool main- body 21 is made to become a shank portion 31 in non-grinding condition. Thus, a solid end mill 33 is manufactured.
