PURPOSE:To increase the picture processing speed of an information registering and retrieving device so as to sharply reduce the processing time of the device, by simultaneously picture processing plural pieces of partial picture information by means of plural compression/ restoring sections and displaying each partial picture information from the central part of the picture information. CONSTITUTION:This information registering and retrieving device is provided with plural 1st storing means groups 5 which divide picture information into plural parts and respectively store each partical picture information, plural 2nd storing means groups 8 which respectively store compressed data of the partial picture data, plural compression/restoring sections 41 and 42 which are provided to each partial picture information for making compression restoring processes of the partial picture information and compressed data, and a displaying means 2 which displays the picture information. Since simultaneous picture processing can be performed on one piece of picture information divided into plural parts by means of the plural compression restoring sections 41 and 42, the picture processing time of this device can sharply be reduced.
