PURPOSE:To produce the titled hydroxide having a low halogen content by dividing an electrolytic cell into anode and cathode chambers with a diaphragm, feeding an aq. soln. of a quat. ammonium salt represented by a specified formula to the anode chamber and water to the cathode chamber, stirring the anolyte with air or the like and carrying out electrolysis. CONSTITUTION:An electrolytic cell is divided into anode and cathode chambers with a diaphragm, an about 10-50wt% aq. soln. of a quat. ammonium salt represented by the formula is fed to the anode chamber and water to the cathode chamber. In the formula, each of R1-R4 is 1-10C alkyl or hydroxyalkyl, 2-10C alkoxyalkyl, aryl or hydroxyaryl, and X is halogen. One or more among air, oxygen and an inert gas are then introduced into the anolyte to stir the anolyte and electrolysis is carried out at <=about 50 deg.C and about 1-100A/dm<2> current density. High purity quat. ammonium hydroxide having a low halogen content is produced in the cathode chamber.
