PURPOSE:To immediately attain the back-up at a standby system at the time of a current system host down even when a trouble occurs at an inter-system trouble processor by informing that the reporting at the time of the current system host down or stall cannot be executed. CONSTITUTION:When an inter-system trouble informing processor 4 breaks down, the break-down is detected while normal information G11 from a present system host 1 is not reported to a standby system host 3. A standby system host 3 not to receive a normal information report G11 from the current system host 1 does not receive a down report and a normal report G11 from the current system host 11. Consequently, it is judged that either of a service processor 13 inter-system trouble informing processor 4 and a service processor 33 breaks down. The attention that the system is quickly changed over when the current system host 1 is down is called through a displaying device. Thereafter, when the current system host 1 is down by an alarm rumbling the data base of the current system host is pulled in by a labor and a work is restarted.
