COMPRESSING/ENCODING DEVICE FOR MOVING IMAGE SIGNAL

PURPOSE:To effectively control an encoding mode by obtaining delay information and position information from a buffer memory even when the buffer memory for smoothing generating information is disposed in front of a compressing/encoding circuit. CONSTITUTION:An moving image signal inputted to an input terminal 1 is fetched to a memory 3 having two plane frame memories alternately for/a frame unit according to a control signal 4a. A reading is executed from the memory 3 according to a reading signal 6a and sent to the compressing/encoding circuit 5. The memory 3 generates the delay information 3a indicating a delay time from the writing of a picture signal to the reading and the position information 3b indicating a reading position and feeds them to an encoding mode generating circuit 4. The encoding mode generating circuit 4 decides the encoding mode 4b based on the delay information 3a and the position information 3b and the compressing/encoding circuit 5 compresses and encodes the picture signal 3c according to the encoding mode 4b.
