PURPOSE:To prevent the reverse-running of a pulling-out pin and to improve a reliability by providing a regulating pin engaged with the engaging recessed part of an arm at the bending place of a guiding groove to guide a pulling-out pin and load to a winding reel. CONSTITUTION:Presently, when a flat gear 20 is rotated in the counter-clockwise direction, a pulling-out pin 25 is guided and moved to a guiding groove 26. An arm 22 receives the force in a clockwise direction with a shaft 23 as a center by the back tension of a tape 8 and the pin 25 is regulated to the external wall of the groove 26. When the pin 25 arrives at a bending part 26 of the groove 26, for the arm 22, the moving is regulated by a recessed part 24 and a regulating pin 47, and the arm is rotted in the clockwise direction with the pin 47 as a center. Consequently, it is prevented that the pin 25 reversely runs at the groove 26. Further, when the gear 20 is rotated, the arm 22 is moved up to the position where a leader block 9 is loaded to a winding reel 48. Thus, the reverse-running of the pulling-out pin is prevented and a reliability is improved.
