PURPOSE:To appropriately eliminate the noise of a moving image by deciding the degree of motion by using the change of the level of a frame differential signal, and applying low-pass filtering and outputting on a video signal corresponding to the degree of the motion. CONSTITUTION:A current input video signal X inputted from an input terminal 10 is subtracted from a past TV signal W passing a frame memory 50 at a subtractor 40, and becomes the frame differential signal E. And at an adder 30, the current video signal X is added on a correction signal KE, and furthermore, the low-pass filtering is applied on it at a low-pass filter 100, then becomes a signal I. Finally, at a mixer 200, a signal H and the signal 1 are switched selectively corresponding to the size of the absolute value of above stated frame differential signal E, or load addition with an appropriate load factor is applied, and it is outputted, and becomes the output signal Y of a noise eliminator. In such way, the noise of the moving image can be eliminated at the optimum level corresponding to the degree of the motion and the level of the noise, and an after image can be reduced, thereby, a natural image can be obtained.
