PURPOSE:To effectively manufacture the tool in the necessary shape by rolling a steel plate by providing the recessed part in the external shape of a tool on a hot rolling roll and punching the formed tool shaped projecting part by a press. CONSTITUTION:The recessed part 2 in the external shape of a tool (e.g. spanner) is provided on a hot rolling roll 1 in advance and this hot rolling roll 1 is passed in case of rolling a steel plate A with its steel making. With this operation, the steel plate A is thinly rolled and the projection part B in the tool shape is formed on the steel plate A as well. The projection part B is then blanked from the steel plate A by using a power press 3 and a finishing is executed on the projection part B to form a tool simple substance C. The tool C in the necessary shape is thus manufactured with good productivity.
