PURPOSE:To set a title device small and light, and to set it to be easily used by holding it by providing a holding means which integrally holds a photographing lens and a photoelectric conversion means, and a move supporting means which movably supports the holding means in a tilting direction (or a panning direction). CONSTITUTION:A lens tube 63 holds the image pickup element 62 such as a CCD, and ball bearings 65 and 66 are pressure-fitted on the upper part 63a and the lower part 63b of the lens tube 63, which is movable against a first frame 67. The lens tube 63 is provided with an angular velocity sensor 83 detecting the angular velocity of the panning direction, and the first frame 67 with an angular velocity sensor 84 detecting the angular velocity of the tilting direction. A control circuit 85 supplies electric power to the stator windings 73 and 82 of the actuator and controls them so that outputs from the angular velocity sensor 83 and 84 become zero, whereby the swinging of the lens tube 63 for an absolute coordinate is eliminated. Thus, the whole photographing device becomes small and light, whereby hand photographing is facilitated.
