PURPOSE:To prevent a block boundary from being displayed prominently, and the delay of display from being generated, by repeating a transmitted frame or field. CONSTITUTION:A bit of information regarding a ratio Pf for all of the encoded frames from an entropy decoding circuit 104 is sent to an interpolating method selection circuit 118, and the interpolating method selection circuit 116 compares the ratio Pf with a prescribed threshold value Th. The interpolating method selection circuit 118, when the ratio Pf being less than the threshold value Th, outputs indication to select a picture element value reproduced by a frame repeating interpolation circuit 108, meanwhile, when the ratio Pf exceeds the threshold value Th, it outputs the indication to select the picture element value reproduced by an interpolation circuit 109 using a moving quantity. Next, an NTSC synthesizing circuit 114 performs the frame synthesis of a selected frame and an encoded frame by a switch 112, and a D/A converter 116 converts it to a TV signal. |
