PURPOSE:To accurately separate a luminance signal from a chrominance signal, by setting a conditional text in which a first decided result for a remarked sampling point and neighboring sampling points are used, as a second decided result, and switching a horizontal direction filter and a vertical direction filter adaptively based on those first and second decided results. CONSTITUTION:As the input of a first decision circuit 11a, the output 101 of an A/D converter 4a, and the outputs 102, 104, and 105 of delay circuits 5a-5d are supplied, and the first decision circuit 11a compares the sizes of the horizontal differential absolute values of the outputs 102, and 104, and the vertical differential absolute values of the outputs 101 and 105, and the output 109 of the first decision circuit 11a is supplied to a switch circuit 7a, Also, the output 110 of the switch circuit 7a is inputted to a second decision circuit 11b. The second decision circuit 11b is a circuit which decides the selection of the horizontal direction filter 9a and the vertical direc tion filter 10a by using the first decided results of the remarked sampling point and the neighboring sampling points, and its output 113 is supplied to the switch circuit 7b. Thus, since the selection of the horizontal and the vertical direction filters is performed by two times of decisions, an error in the selection of the filter is reduced, and superior picture quality can be obtained than ever.
