PURPOSE:To attain picture quality adjustment without causing group delay distortion by using a non-cyclic filter so as to adjust the picture quality characteristic thereby making the group delay of a video signal constant. CONSTITUTION:The non-cyclic filter is formed by delay elements 10-15 whose delay time is T, adders 16-18, 28 and multipliers 24-27. Coefficients a0-a3 memories 19-22 are multiplied respectively with the output video signals of the delay elements 12 and the output video signals of the adders 16-18 by using multipliers 24-27. Then a video signal being the result of multiplication of a coefficient and of the addition symmetrical to each video signal up to before and after 3T from the output video signal is outputted at an output terminal 29 from the adder 28 with respect to the output video signal of the delay element 12. In this case, the video signal at the output terminal 29 is a video signal being subject to picture quality adjustment of the output video signal of the delay element 12 based on the filter characteristic set by the coefficients a0-a3.
