PURPOSE:To improve the efficiency by outputting a transmission message stored in a storage section from a retransmission section to apply retransmission processing of the transmission message thereby relieving the load of a processing section. CONSTITUTION:If the transmission message and a loopback message are dissident, a collation/identification section 6 sends collation information representing the dissidence to a transmission control section 7. The transmission control section 7 judges whether or not all transmission messages are outputted from a transmission section 3 to a storage section 4, and when all the transmission messages are outputted to the storage section 4, the retransmission of a message is instructed to a retransmission section 5 when a transmission line 1 is idle based on the transmission idle information from the collation/identification section 6. The retransmission section 5 outputs a transmission message stored in the storage section 4 at the transmission to a changeover section 2 as a retransmission message and the changeover section 2 outputs the retransmission message to the transmission line 1 based on a transmission control signal from the transmission control section 7.
