PURPOSE:To permit the continuous output control by restricting the upper limit of the opening degree of a throttle valve according to the access stepping-in quantity and controlling the shift position of a transmission according to the restricted engine operation state, when an anomaly is detected in the opening control for the throttle valve. CONSTITUTION:An upper limit restricting means M7 for limiting the upper limit of the opening degree of a throttle valve M3 according to the stepping-in quantity of an accelerating pedal M1 by the contact with the valve M3 by the urging force of the throttle valve M3 is installed. Further, an anomaly restricting means M8 for detecting the anomaly in the opening control of the throttle valve is installed. An auxiliary output control means M9 which stops the opening control and controls an automatic transmission M4 according to the car speed and operation state of an internal combustion engine M2 restricted by the upper limit restricting means M7 in the case when the anomaly detecting means M8 detects the anomaly in the opening control for the throttle valve M3 is installed.
