PURPOSE:To facilitate the processing operation for character recognition by identifying the character form classification of a character as the processing object and automati cally selecting a processing corresponding to the character form classification. CONSTITUTION:When picture elements are successively read out to a line 15 from a memory 10, an overall picture element counter 11 counts them up if they are picture elements on lines constituting the character. A horizontal line picture element detecting part 12 reads out peripheral picture elements of the picture element to the line if this picture element read out to the line 15 is on a character line, and picture elements on lines extended in the horizontal direction of the character are detected by a pre scribed mask processing or the like. A horizontal line picture element counter 13 is counted up for picture elements on lines in the horizontal direction. A deciding part 14 checks whether a ratio of the counted value of the horizontal line picture element counter 13 to that of the overall picture element counter 11 is larger than a prescribed discrimination value or not to discriminate the character form, and for example, the character is decided as a printed character if said ratio is larger, and the character is decided as a hand-written character if it is not larger, and the charac ter form classification of the discrimination result is outputted.
