PURPOSE:To use a telephone set as a complete personal use by providing a magnetic card reader to a telephone set and performing dialing only when an ID code registered in the inside of the telephone set in advance and the read ID code are coincident. CONSTITUTION:When a modular plug is connected to the line, an exchange of a station 13 detects it to prepare reception. When a card is inserted to the telephone set 1, a card reader 5 reads the ID code and it is sent to a CPU 2 via a card reader interface 4. The CPU 2 uses an ID code comparator circuit 8 and compares the possessor ID code in an ID code storage circuit 7 with the read ID code. When a coincidence signal is outputted, an ID information corresponding pulse is sent from a pulse sending circuit 6 via a network 9. A station 13 refers to a data base 14 based on the received card information, analyzes reception propriety, accumulated or residual personal information and returns a dial tone in case of proper dialing. Thus, the caller applies conventional dialing.
