PURPOSE:To enable a tightening process to be completed in a short time, by supporting a rotary actuator, with free advancing/retreating motion thereof, by means of a link device which is mounted, with tree deviation, to an elevator attached to a stay with free vertical motion. CONSTITUTION:A rotary actuator 15 is attached, with free deviation in both vertical and lateral directions, to a mounting stand 16 which is U-letter shaped and set on the free end of a link device 14. Compressed air is supplied to the rotary actuator 14 from a compressed air cource 18 having a switching lever 17 via a hose 19. A tightening jig 20 can be detachably attached to the output shaft 15a of the rotary actuator 15 by means of a fixing screw 21. Furthermore, a damper 23 is so aranged to keep balance with the total weight including the weight of an elevating stand 10 and those of respective components supported thereon and the elevating stand 10 can be elevated to a position at any optional height of a stay 12 with a small force.
