PURPOSE:To improve specially the data compressibility of dither image data by using a pattern converting means to rearrange respective bit patterns of a dither image data block. CONSTITUTION:A pattern converting means 6 blocks dither image data DD to an image block BD with a said dither matrix size (4 X 4), and the arrangement of a bit pattern is rearranged so that it can correspond to respective thresholds of the said dither amtrix and the thresholds can form the sequence in respective row directions if the above-mentioned matrix. An encoding means 7 receives serial image data LD and executes the interleaving processing of this. An MH (modified Huffman) encoding part 4 encodes serial encoding data ID outputted by the encoding means 7 with a runlength method and forms encoding image data MD.
