PURPOSE:To always equalize the thin layer of a developer which is formed by a developer control member, and to correctly develop an electrostatic latent image on a photosensitive body, by attaching the developer control member so that it can rotate centering around a shaft being in parallel to a developer roller shaft. CONSTITUTION:To both ends of a developing roller shaft 2, a bearing 14 is attached so as to be freely rotatable with the shaft 2, and a bearing 15 buts on the bearing 14. Also, to a shaft 11 supported so as to be freely rotatable by the bearing 15, a developer control member 10 is fixed, and it rotates in the direction (b), when a driving force is transferred from the outside. In this way, since the member 10 is attached so as to be rotatable, at the time of its rotation, an accumulated toner on the member 10 is removed. Also, since the member 10 rotates centering around the shaft being in parallel to the shaft 2, the thin layer of the toner having a uniform thin layer is formed on the shaft 2, and a correct visible image corresponding to an electrostatic latent image on a photosensitive body 3 is formed.
