PURPOSE:To obtain a video signal with stable time base by detecting a phase error of synchronizing signal between an input video signal and that formed by a phase control oscillation system and correcting the phase of the video signal in response to the phase error so as to absorb the tracking error caused at the phase control oscillation system. CONSTITUTION:The phase correction circuit 40 retards a phase of a video signal data 178a outputted by a time DELTA according to a phase error data. Thus, no picture information at a tip 174a of the video signal for a period DELTA from an output 56 of the phase correction circuit 40 and the video signal 170a is outputted in a form the entire video signal data 178a is delayed by the phase DELTA. Thus, the picture information corresponding to the head 174 of the original video signal 170 is missing in the video signal 170a outputted at an output 56 of the phase correction circuit 40, but the carried picture information 178 is kept at a normal timewise position as the signal 178a, that is, the same phase substantially as the picture information 178 of the original video signal 170. Thus, the fluctuation of the time base due to the tracking delay of a phase controlled oscillator PLL 22 is eliminated substantially from the output video signal 170a.
