PURPOSE:To ensure picture quality suitable for print and to reduce quantity of data by forming nXn'X4 blocks for a 4 primary colors picture data and forming further lXl'X4 sub blocks. CONSTITUTION:The 4 primary colors data stored in a memory or the like and to be printed are split at first into blocks of nXn' picture element blocks and the block is split into lXl' picture element sub blocks to obtain a lXl'X4 dimension data, which is regarded as a lXl'X4 dimension vector. As to the lXl'X4 dimension vector, a level number clearly fewer than the lXl'X4 is decided and the representative number representing the level number is decided. Then a code map representing each sub block by using the representative num ber is formed and the code block relating representative number and the lXl'X4 dimension vector is formed. The code map and the code blood are used to recover the picture.
