PURPOSE:To shorten the coding processing time by providing plural line memories each having a capacity by one line of a picture signal and coding processing sections so as to apply the coding parallel processing in the unit of lines. CONSTITUTION:A control section 13 counts picture elements of a picture signal inputted from the line memories 3,4,5 to change point detection sections 6, 7, 8 and inputs the picture signals of the (n+2)th line and the (n+3)th line by the same picture element number as being outputted to the detection sections 6, 7 to the memories 3,4. When the output to the change point detection section reaches the picture element number of one line, the output to the change point detection section is stopped and when all the lines are stopped, a coding end signal by one line is outputted to the coding processing sections 9, 10 to complete the secondary coding of the n-th and the (n+1)th lines. The two lines of coded data are stored respectively to output buffers 11, 12. Then the picture signals of the (n+2)th and (n+3)th lines are stored in the memories 3,4 respectively and the coding of the next line is applied by the processing sections 9,10.
