PURPOSE:To control the winding tension of a web material by applying the constitution wherein the torque control mechanism of a drive motor is given mechanical loss correction values for the number of revolutions and for weight, corresponding to the number of drive motor revolutions and the weight of a take-up roll. CONSTITUTION:When the number 'N' of the revolutions of a drive motor 6 has risen or dropped, a mechanical loss compensation device 13 gives a mechanical loss correction value (I') for the number of revolutions to the torque control mechanism 9 of the drive motor 6, corresponding to said rise or drop of the number of revolutions. Furthermore, when the weight 'W' of a take-up roll 1 has increased, said device 13 gives a weight mechanical loss correction value (I'') to the torque control mechanism 9 of the drive motor 6, corresponding to the increase of the weight 'W'. As a result, an effect due to a mechanical loss is corrected. Therefore, the torque of the take-up roll 1 does not fluctuate and the winding tension of a web material 2 gives no change. The winding tension of the web material 2 is controlled to high precision and the web material 2 can be taken in properly.
