PURPOSE:To detect a degradation of combustion conditions of a recovering boiler at an early stage so as to expedite restoring of it by determining the degradation of combustion conditions by a combustion condition determining means based on the rate of change of process data and increasing at least either the combustion air supply rate or temperature of black liquid. CONSTITUTION:A combustion condition determining means 35 determines the presence or absence of abnormality in respective process data by dividing the process data P1, P2... into multiple groups and comparing the rate of change in regard to each group. If all the process data are found to be abnormal at least in one group, it is determined that there exists an abnormality of combustion, and a combustion degradation signal S is sent out to an indicator section 36 and a restoration processing section 37. Upon receipt of the combustion degradation signal S, the restoration processing section 37 causes at least either one of the upper level/lower level combustion supply rate and set values SV1-SV3 to be incrementally increased by a level L after a certain time has elapsed.
