PURPOSE:To form a toner layer and perform electrostatic charging excellently by layering a developer on a developing member to nearly uniform thickness so that it is pressed against the developing member, and providing a developer control member which charges the layered developer secondarily. CONSTITUTION:The powder developer 12 which is put in a container and has voltage detection performance is charged electrostatically and primarily by being rubbed against a contacting member 17 and the 1st rotary member 18 provided in the container, and discharged onto the peripheral surface of the 2nd rotary member 20. The discharged powder developer 12 is transferred to the developing member 21 such as a developing roller from the 2nd rotary member 20 and further dislocated from this developing member 21 to an electrostatic linear image surface to be developed. Then the developer when transferred by the developing member 21 is formed into a nearly uniform thickness layer by a developer control member 27 and also charged electrostatically and secondarily. |
