PURPOSE:To perform fair charging according to the use quantity of a packet exchange network by storing charging data in an originating and terminating DTE address storage device corresponding to originating and terminating DTE address information taken out of a user facility in an originating packet. CONSTITUTION:When subscribers S1, S2 and S3 have a packet communication with a subscriber S4, an in-facility originating and terminating DTE(digital terminal equipment) address information taking-out device DM1 finds the user facility of the originating packet OGP that a packet exchanging device PS receives to take out originating DTE address information SDA and terminating DTE address information RDA. A storage device DM2 for charging data classified by originating and terminating DTE addresses stores the charging data corresponding to originating DTE address information SDA in a DTE side packet exchange PN1. A charging device KE performs charging corresponding to the quantities of communications through a DCE(data circuit terminating equipment) side packet exchange network PN2 by the subscribers S1, S2 and S3 on the basis of the stored charging data.
