PURPOSE:To substantially make an invalid holding time zero and to improve the using efficiency of a line by reserving a path on a burst communication call, and forming the reserved path to transmit burst data. CONSTITUTION:When a picture terminal 9b is called from a picture terminal 9a in order to transmit the burst data thereto, in an exchange A, the transmitted burst data is stored in the buffer 7a of a subscriber circuit 3a and the picture terminal 9b reserves the path to a stored exchange B. At the reserved time, path setting information is read from path setting order buffers 6a, 6b, written in control memories 5a, 5b, speech path memories 4a, 4b are controlled according to the path setting information, the burst data stored in the buffer 7a is transmitted, transferred to the buffer 7b of a subscriber circuit 3b and stored. the exchange B transfers the burst data stored in the buffer 7b to the terminal 9b at the idle time of an incoming picture terminal 9b.
