PURPOSE:To increase stability under severe conditions, by adding gradually an oil phase component to a surface-active agent phase comprising a polyglycerol polyoxybutylene alkyl ether type surface-active agent blended with water at a specific ratio and providing gel-like emulsion. CONSTITUTION:A surface-active agent phase having a weight ratio of 1 to 2 - 2 to 1 between a surface-active agent and water is prepared. Said surface- active agent is selected from a polyglycerol polyoxybutylene alkyl ether type surface-active agent A shown by formula I (R shows a 8-36C straight-chain or branched alkyl or alkenyl. X shows an integer of 1-60. Y shows an integer of 3-60), or acylated polypeptide or its salt B. Then, an oil phase component is added gradually to the same to prepare a gel-like emulsion of oil in a surface active agent type. Further, water phase is added to aid emulsion to prepare oil-in-water type emulsion. |
