PROBLEM TO BE SOLVED: To form in a panel internal surface a photosensitive coating film having uniformity, no fluorescent screen defect, and, high quality. SOLUTION: Fluorescent slurry 4 is supplied to an internal surface of a panel 1, after holding its rotational sped at a high speed for several seconds, an angleθbetween a rotary shaft 2 of the panel 1 and a perpendicular shaft 3 is changed continuously or stepwise to about 90 to 100 deg., synchronously with this change, the rotational speed of the panel 1 is decelerated continuously or by stages, after holding the speed in 0rpm (stop) for several seconds, a direction of rotation of the panel 1 is reversed, drying is performed by holding a low rotational speed.
