PURPOSE:To avid the drop of only the access request given from a specific access request controller by using an access request identifier to decide the priority of access requests. CONSTITUTION:The access requests given from access request controllers 10A-10D are stacked to the corresponding access request stack devices 130A-130D of the same storage unit. At the same time, the added access request identifiers are also stacked to the stack devices 140A-140D and then supplied to a minimum value detecting circuit 41A. Thus the minimum value of the access request identifier is detected. Then the minimum value detecting signals 420A-423A are set at 1 and only the access requests having signals set at 1 are sent to a priority deciding circuit 15A for decision of the priority.
