PURPOSE:To improve the data compression rate by using a value subtracting a minimum value or a mean value from each data as a numerator in normalizing a code while using a difference or a degree of a change in the maximum value and the minimum value in each block as a denominator. CONSTITUTION:A signal given from an input 1 enters delay circuits 2-5 and a maximum value Xmax and a minimum value Xmin are detected by a maximum value detecting circuit 6 and a minimum value detecting circuit 7. A 2-dimension vector quantizer 28 generates a normalized parameter and gives the result to a normalizing device 29. The device 29 processes a signal Xi based on equation I and outputs an output Yi. A two-dimension quantizer 28 and a normalizing device 29 can output a normalized output based on equation 11.
