摘要 <p>PURPOSE:To control the congestion of a network without providing a congestion control packet by setting the frequency of packet loss, which is generated in the terminal direction from the switching network, to the header of an information transfer packet by a network access device in the reception side and receiving it by the network access device in the reception side and controlling inputs from terminals in accordance with the frequency. CONSTITUTION:When a network access device 100 receives a packet from a terminal, the device 100 requests the transmission right to a throughput control means 1, and the means 1 transfers the packet to a header control means 3 only when the throughput permitted at this time allows the packet. The means 3 sets a continuous transmission sequence number and the frequency of packet loss, which is generated in the direction from the switching network to the terminal, to the header and transmits the packet into the switching network. When said network access device or another receives the packet, the means 3 checks said sequence number; and if the number is discontinuous or prescribed number of sequence numbers are normally received, said frequency of packet loss is updated or the counted down, and the means 1 is requested to correct the allowable throughput value if the number of time of loss detection does not coincide with that received before said packet.</p>
