A process for producing a cladding material that realizes inhibiting of any increase of melting point of brazing filler metal layer to thereby avoid any occurrence of thermal deformation or strength lowering of metal material, and further realizes reduction of production cost and thinning of the brazing filler metal layer to thereby prevent any liquid dropping of brazing filler metal at brazing, and still further realizes improving of press molding easiness; and a cladding material. Cladding material (8) is produced by, with the use of powder compression bonding machine (12) capable of compression bonding of metal powder onto a surface of base metal (1) unwound from base metal coil (2) by means of base metal unwinding machine (3), mixing at least two types of metal powders so as to provide a given composition of brazing filler metal and performing compression bonding of the powder mixture onto the base metal (1) to thereby form brazing filler metal layer (11), wherein the composition of brazing filler metal constructing the brazing filler metal layer (11) is one having its melting point lowered than that of copper by adding at least phosphorus to copper.
