A cell selection device which considers a home cell/private network in a mobile communication system and a method therefor are provided to carry out management by setting priority for candidate cells, thereby offering reliability and management efficiency for cell selection. A transceiver(501) receives a neighbor cell list including at least one neighbor cell which contains different offset values through system information from the current cell. An offset-containing neighbor cell extractor(513) extracts a particular neighbor cell which contains a particular offset value. An accessibility decider(523) compares the extracted neighbor cell with a home cell/private network cell list. A management unit(511) measures a radio channel state for the particular neighbor cell, adds the offset value of the particular neighbor cell to select as a candidate cell, and measures a radio channel state for the candidate cell to select as a cell.
