A dielectric layer having organic materials, a manufacturing method thereof, and a plasma display device are provided to improve brightness of a PDP(Plasma Display Panel) by maximizing a size of a discharge space therein. A plasma display panel includes first and second substrates(110,120), plural discharge electrodes(131,135), a dielectric layer(140), and a fluorescent layer(190). The first and second substrates are apart from each other. The discharge electrodes are formed in a discharge space between the first and second substrates. A predetermined voltage is applied on the discharge electrodes, such that a discharge is performed. The dielectric layer is formed to cover the dielectric electrodes and contains organic materials. The fluorescent layer is arranged in the discharge space.
