Oral drug delivery systems are provided formed of compositions which include one or more hydrophilic polymers, such as gelatin, sodium carboxymethyl cellulose, carrageenan or sodium alginate or mixtures thereof; an ointment base such as mineral oil containing dispersed polyethylene (Plastibase); and pullulan as a disintegrating agent for the composition. Such oral drug delivery compositions may be used to deliver to the oral mucosa active ingredients such as steroids, anti-fungal agents, anti-bacterial agents and the like.
