A cosmetic composition having an antioxidizing activity, and a method for preparing the cosmetic material are provided to enhance the maintenance of antioxidizing effect and antiaging effect. A cosmetic composition having an antioxidizing activity contains the fermentation extract which is obtained by fermenting the mushroom fungi of at least one selected from Glycyrrhiza glabra, Angelica gigas, insam (ginseng), Scutellaria baicalensis and Poria cocos with yeast, lactobacillus and bifidus, and extracting it, as an active ingredient.
