The speed limiting device includes a centrifugal brake (4), and a power failure clutch (5) interposed between the centrifugal brake and the engagement portion. The clutch is biased to a closed state in case of lack of energy, where the clutch engages the centrifugal brake with the kinematic chain to limit the speed of movement of the movable element.
