The present invention provides: an organic EL element which has high luminous efficiency and productivity; and an organic EL panel which is provided with this organic EL element. An organic electroluminescent element according to the present invention sequentially comprises a positive electrode, a hole transport layer, a light emitting unit, an electron transport layer and a negative electrode. The light emitting unit sequentially comprises a first light emitting dopant layer, a first blocking layer, a second light emitting dopant layer and a mixed light emitting layer. The mixed light emitting layer contains a first light emitting host material and a first light emitting dopant material. The first light emitting dopant layer is substantially composed only of a second light emitting dopant material. The second light emitting dopant layer is substantially composed only of a third light emitting dopant material. The first blocking layer contains a second light emitting host material.
