PROBLEM TO BE SOLVED: To provide a system capable of further reducing a risk such as a collision of a moving entity such as a vehicle with a traffic participant existent in the vicinity of the moving entity.SOLUTION: According to an environment recognition system 1 of the present invention, a database 10 stores plural reference symbol strings, which describe states of environmental elements constituting each of scenes presumed to appear in the vicinity of a moving entity. A first arithmetic processing constituent 11 senses a scene surrounding the moving entity, and produces symbol strings describing states of environmental elements constituting the sensed scene.
