PROBLEM TO BE SOLVED: To lessen an engineering load when a condition for the occurrence of an abnormality in a target system is set.SOLUTION: According to an embodiment, a simulation condition setting apparatus 10 comprises: an equipment model database 2 storing equipment models including equipment connection information and information related to input, output and failure modes; an event tree database 1 storing an event tree that contains a plurality of event sequences that are event transitions of a target system in response to the securing or loss of functions that have an influence on the event transitions when an abnormality occurs in the target system; a lost function extraction unit 4 extracting the lost function corresponding to the event sequence selected from the event tree; a function-related equipment extraction unit 5 extracting at least one piece of candidate equipment that has the lost function extracted by the lost function extraction unit 4 among a plurality of pieces of equipment; and an interface 7 that can receive the designation of at least any of equipment in the candidate equipment.SELECTED DRAWING: Figure 1
