A device (1) is used to make up binding material with liquid, the material being conveyed via a charging region (4) and a metering device (7) into an essentially horizontal mixing chamber (10) and being mixed therein with water. Located at the mouth (15) of the mixing chamber (10) is a further mixing chamber (16) which is directed downwards and fitted with mixing tools (17) and which intensifies the mixing of the material already made up and extends the mixing time without the material accumulating backwards for this purpose inside its mixing chamber or having to be sent back. As a result, the introduction of air into the mixture can be improved at the same time without chemical pore formers or the like being required (Fig. 1).
