<p>PURPOSE:To lower loss probability, and to improve a throughput, by setting speed variably corresponding to the congested status of traffic. CONSTITUTION:When a terminal equipment 1 desires to perform communication at speed of (v), appropriate speed v' is decided at a variable speed controller 8 based on a vacant line capacity Ve found at a device 10, and an information source encoding device 7 is controlled according to the speed, and an information quantity to satisfy the speed v' is sent to a line. Since the line capacity of the whole of a communication network is regulated at a peorper value, it is possible to calculate and find the vacant line capacity Ve if line speed in communication is known. In this way, it is possible to prevent the speed from being lowered, and to prevent call loss from generating, even when the speed of a call at which the communication is desired to perform, exceeds the vacant line capacity, and to enable the communication to be performed when the communication is desired to perform by all means even sacrifying quality, at the congested time of the traffic.</p> |
